In Mexico, and especially in Tijuana, official law
enforcement sources are suspect at best. As a
result, we rely on assets other than official incountry
sources. These sources include
intelligence gathering by current security details
operating in country, as well as independent
security companies operating in Mexico.
Violence against foreign nationals in Tijuana is on
the rise. Kidnapping for ransom is a highly
organized and booming multimillion-dollar business
in Mexico, especially in Tijuana. Although Mexican
nationals and plant managers are the primary
target of kidnappings, more and more foreigners
are being targeted. Consequently, the risk to both
foreigners and Mexican businessmen is greater
than ever. It is important
for both foreigners and Mexican executives to be
vigilant and proactive in ensuring their safety.
